NEW TEXAS LAW TAKES AIM WHERE IT HURTS
(September 1, 2003, Texas)
Beginning in September of 2003, a new set of laws, found
in Section 708 of the Texas Transportation Code, came into
effect. Overnight, the State of Texas unveiled a point system
and surcharge schedule that they call the Driver Responsibility
Program. The millions upon millions of dollars that this scheme
will generate are earmarked for Texas trauma centers as a
source of additional funding. As of this writing on June 8,
2004, I have seen no evidence that the Department of Public
Safety (DPS) has implemented the program but I am sure they
are gearing up to start sending large invoices to unsuspecting
drivers who simply gave up and paid their tickets.
WARNING!!... No one at the courthouses is likely to mention
these little known facts:
- Pay a no insurance ticket fine and you will also have
to pay DPS $750.00 minimum over 3 years.
- Pay a ticket for driving while license invalid and you
will also pay DPS $300.00 over 3 years.
- Convicted of a DWI after September 1, 2003. You will
fall face-first in your beer when you get your bill for
$3000 to $6000!
- At 2 points per moving violation conviction and 3 points
for any accident, it will not take long before you rack
up the 6 points in 36 months needed to win a DPS surcharge
starting at $ 100 for 3 years. Failure to pay your surcharges
will result in suspension and/or denial of renewal of your
license to drive in the State of Texas.
